I think this is an effective use of repetition from an abstract perspective; it is not that the designer duplicated elements, but rather used the same ideas and developed them further. For example, there are many birds. They aren't just copies of each other, but because they are essentially the same element/concept, it feels like repetition. Also, since it isn't just copy-pasted, it does not get old as easily.
